Mandatory medical examination and dactyloscopy of foreign nationals working in the Russian Federation

On December 29, 2021, amendments to Federal Law No. 274-FZ «On Amending the Federal Law on Foreigners' Legal Status in the Russian Federation and the Federal Law on State Fingerprint Registration in the Russian Federation» took effect which:

Require: Foreign nationals entering the Russian Federation for employment purposes Foreign nationals entering the Russian Federation NOT for employment purposes for a period longer then 90 days:
to pass a medical examination within 30 days from the date on which they entered into the Russian Federation within 90 days from the date on which they entered into the Russian Federation
to pass a fingerprinting procedure within 30 days from the date on which they entered into the Russian Federation within 90 days from the date on which they entered into the Russian Federation

Exclusions:

Procedure to be complied with foreign nationals entering the Russian Federation for employment purposes

  1. Entry into the Russian Federation based on a work visa.
  2. Registration with migration authorities at the place of stay.
  3. Visiting a medical institution included in the approved list depending on the subject of employment activity and the category of foreign nationals engaged in employment activity. A package of documents for passing a medical examination includes:
    • Original foreign passport;
    • Notarized translation of the foreign passport;
    • Original + copy of the foreign national migration card;
    • Original + copy of the foreign national certificate evidencing registration with migration authorities;
    • payment for medical services is to be made in the medical institution.
  4. In the medical center, a foreign national must undergo all the procedures required by the law.
  5. Based on the results of the medical examination and testing, the foreign national will be issued a receipt specifying the date on which the medical report will be prepared. The terms for processing medical documents depend on the medical organization, however, usually they take not longer than 3–7 business days.
  6. On the date the medical report is prepared, the foreign national must personally receive the document.
  7. After obtaining medical examination results, the foreign national must personally apply to a competent migration authority for submitting the medical report and undergoing the fingerprinting procedure.
  8. A package of documents required to be provided by a foreign national for fingerprinting:
    • Original passport;
    • Original migration card;
    • Original migration registration;
    • Original medical report and medical certificate evidencing undergoing of all stages of medical examination;
    • Copies of the medical report and medical certificate evidencing undergoing of all stages of medical examination;

The original medical report will remain with the foreign national.

Based on the results of the fingerprinting procedure, a fingerprint card of the established form will be issued to the foreign national.

The petition of the employer or customer ordering work (services) for employing a highly qualified foreign professional will be stamped based on the submitted medical report. This document must be kept in the personal file of the foreign national.
